RE: COMPLAINT AGAINST CA DOJ WHO HAS BEEN REFUSING MY CASE AGAINST LAPD CORRUPTION WHICH PUT ME ON MULTIPLE RETALIATION WRONGFUL IMPRISONMENTS CAUSING MY IMMIGRATION STATUS.

1. in 2014. I was a target of LAPD Olympic Div because I filed 200+ complaints into LAPD Internal Affairs,specifically by well-coordinated among Korean Cops. after I filed a serious damaging complaint against High Rank Korean Cop(Officer Kim)
2. dec 2014. I built a website of FuckLAPD.com where I put Sgt Clark's Misconduct and my audio tape of his Fraud Activities.
3.Officer Coco was going after me along with Sgt Clark who refused dispatching police on my 911 calls. got into a fight with 911 call center Supervisor(ms Miller who confessed last year that SHE REMEMBERS ME AS DR.NOH FROM 2014).

4. case number: BA420787 ( felony charge of Wounding Paramedic Emerg Agent =LAFD)
Police Report was 100% fabricated.
I was the one who called 911 after I got assaulted by my neighbor(Max Johnson, manager of AA Housing Boarding House, mandated by LAC Criminal Court Judge..it was sorta Deep Secret House where my old inmate( Mr.House) from LAC Jail was staying and complaining about HOW HORRIBLE HIS LIVING SITUATION WAS THERE.
5. my public defender was accused of Gross Negligence, gone through Heavy Calbar.ca.gov's investigation, barely escaped from their punishment on her license. She became a conflict of interest in my case.
then,
Alternate Public Defender refused to take my case based on the fact I HAVE AIDS , MIGHT DIE SOON.
NOT WORTHY uphill FIGHTING FOR JUSTICE. and asked me to file APPEAL pro per. I DID but failed to file properly.
I immediately contacted LA county gov's Human Resource and complained about this nasty chinese short careered mean female callous atty.
6. then I hired a private Atty (John Duran, West Hollywood Mayor who appeared on La Times multiple times re: HIS SEXUAL MISCONDUCTS ON HIS STAFFS) over the phone since I was so unfit to take even a bus or take a taxi to meet with my future ATTY(JOHN DURAN). he sucked up $5000 over the phone by using His Position as Weho Mayor.
and He sent a letter to my former Public Defender (Robin Ginsburg, top rank PD) 2 days after John Duran got my legal file from my former PD who had a conflict of interest:

" Well, Mr.Noh has a Mental Problem... You did a good job"( hinting he did not have to do anything). Not surpringly John Duran did not Show Up at the court hearing which Robin Gingsburg begged Judge to hear my Case again. she set it up for my case but John Duran got informed only in vain. NO SHOW !
Judge Craig Mitchell at dept 133 who was presiding BA420787 denied my request to replace my PD(Robin Ginsburg) who won't spend enough time with me. Ginsburg fought to stay on my case.
Judge ordered me to go to State Mental Hospital under Delusional Grandiose !
( 6 months solo cell waiting time & 4 months' actual mental hospitalization, so Total of 10 months' Mental Hospitalization)
I told Jail Psychologist( Dr.Rowmanosky?) that I invented New Gen of Email System(permaID.com), and I have no time to fight with anyone,including ASSAULT & WOUNDING LAFD WHO CAME TO RESCUE ME OUT OF SEVERE CHEST PAIN. BTW, I have a minor heart failure and can cause Chest Pain,too
7. While I was in Mental Hospital at Metropolitan Cal State Mental Hospital where inmate gets paid $10/month to spend for his/her own benefits. I used that money to call LAFD Professional Standard(its captain, Kenneth Knighten who knew of my integrity beforehand because I filed a complaint against one of highest rank LAFD in that dept who called me and gave me a formal threat while I was filing a complaint against other LAFD).
Captain Kenneth Knighten received my call and he knew who I was. I said I am in jail because LAFD Evan Swanton lied citing I assaulted and wounded him.
On very next day, I called him again.
Captain Ken Knighten told me that I WAS INNOCENT PER HIS INVESTIGATION AND HE GOT HIS OWN SUPERVISOR'S PERMISSION TO CALL MY PUBLIC DEFENDER TO DISMISS MY CASE.
(PLEASE READ MY POLYGRAPH RESULT . IT IS A SCIENTIFIC TEST,NOT ADMISSIBLE FOR COURT ROOM BUT ADMISSIBLE TO CIVILIAN GOV AGENCIES AS 'CONSIDERABLE DOCUMENT')
With that info, I called LAPD internal affair office,and tried to file a complaint against Officer Coco(tallest black young police) but LAPD at Internal Affair told me "you are in mental hospital, call me again when you get out of mental hospital"
In State Mental Hospital( it is different from LAC Jail where I did not have any money to call anyone outside,didn't have anyone whom I could write a letter or so), I had a social case manager who found out PHONE NUMBERS FOR LAFD PROFESSIONAL STANDARD AND LAFD INTERNAL AFFAIRS.
AND I WAS IN CLOSE CONTACT WITH FBI GOV CORRUPTION UNIT(FBI SUPERVISOR, VIA EMAIL CONNECTION. RECENTLY HE RESPONDED TO MY EMAIL CITING HE IS NOW EMPLOYEED IN MEXICO. CAN'T HELP MY WRONGFUL IMPRISONMENT FROM LAPD+LAFD CORRUPTION CASE(BA420787)
6Y AFTER I ACCEPTED A PLEA BARGAIN ...
JUDGE GRANTED MY MOTION TO RE-OPEN MY OLD PETTY MISDEMEANOR CASE( RESISTANCE TO ARREST),
IT IS HISTORICALLY UNPRECEDENTED !!

9.SO I FILED MULTIPLE COMPLAINTS WITH LACOUNTY GRAND JURY AND VISITED LOCAL OFFICE OF CA DOJ IN LOS ANGELES DOWNTOWN AND FILED A COMPLAINT UNDER PUBLIC INQUIRY.
GOT DENIED
10.THEREFORE, I HAD A RIGHT TO CONTACT CA DOJ TO KICK IN MY CASE!

Hello,
Some of you know me. I am currently suffering from a complaint to the State Bar regarding my attempts to help Dr. Noh to try to address the problems which his conviction represent. Cheers to all of you who share my pain.
Although his legal theories are not well-founded (you can't sue the government for failing to govern, essentially) Dr. Noh has a good reason to be upset. He spent the better part of a year in custody on an involuntary psychiatric hold because of how he presented when he first came to court on a misdemeanor. That was a travesty of justice. The system really did him wrong. From what I see (and I am not an immigration lawyer) his conviction for assaulting a paramedic could have serious consequences for his immigration status. This causes real distress for Dr. Noh even if no one is coming to throw him out of the country at the present time. He is from North Korea, where nobody wants to return.
What Dr. Noh needs is a pardon from the Governor, not a lawsuit against the spectre of authority which he is continuing to try to fight. If any of you know anything about how to "do" a pardon request, please try to help Dr. Noh get a pardon. He is deserving, but lacks the ability to do it himself.
