Police Force is full of corruption, And the law process has Collapsed. Police corruption is the abuse of police authority for personal gain. Corruption may involve profit or another type of material benefit gained illegally as a consequence of the officer's authority. Typical forms of corruption include bribery, extortion, receiving or fencing stolen goods, and selling drugs. The term also refers to patterns of misconduct within a given police department or special unit, particularly where offenses are repeated with the acquiescence of superiors or through other ongoing failure to correct them.

The violation of state and federal laws or the violation of individuals' constitutional rights by police officers; also when police commit crimes for personal gain.

Police misconduct and corruption are abuses of police authority. Sometimes used interchangeably, the terms refer to a wide range of procedural, criminal, and civil violations. Misconduct is the broadest category. Misconduct is "procedural" when it refers to police who violate police department rules and regulations; "criminal" when it refers to police who violate state and federal laws; "unconstitutional" when it refers to police who violate a citizen's civil rights; or any combination thereof.

Common forms of misconduct are excessive use of physical or deadly force, discriminatory arrest, physical or verbal harassment, and selective enforcement of the law.

Through both criminal and civil statutes, federal law specifically targets police misconduct.

Federal law is applicable to all state, county, and local officers, including those who work in correctional facilities. The key federal criminal statute makes it unlawful for anyone acting with police authority to deprive or conspire to deprive another person of any right protected by the Constitution or laws of the United States (Section 18 U.S.C. § 241 [2000]).

Another statute, commonly referred to as the police misconduct provision, makes it unlawful for state or local police to engage in a pattern or practice of conduct that deprives persons of their rights (42 U.S.C.A. 14141 [2000]).

Additionally, federal law prohibits discrimination in police work. Any police department receiving federal funding is covered by Title VI of the Civil Rights Act of 1964 (42 U.S.C. § 2000d) and the Office of Justice Programs statute (42 U.S.C. § 3789d[c]), which prohibit discrimination on the basis of race, color, national origin, sex, and religion. These laws prohibit conduct ranging from racial slurs and unjustified arrests to the refusal of departments to respond to discrimination complaints.

Because neither the federal criminal statute nor the civil police misconduct provision provides for lawsuits by individuals, only the federal government may bring suit under these laws. Enforcement is the responsibility of the justice department. Criminal convictions are punishable by fines and imprisonment. Civil convictions are remedied through injunctive relief, a type of court order that requires a change in behavior; typically, resolutions in such cases force police departments to stop abusive practices, institute types of reform, or submit to court supervision.

Private litigation against police officers or departments is difficult. Besides time and expense, a significant hurdle to success is found in the legal protections that police enjoy. Since the late twentieth century, many court decisions have expanded the powers of police to perform routine stops and searches. Plaintiffs generally must prove willful or unlawful conduct on the part of police; showing mere negligence or other failure of due care by police officers often does not suffice in court.

Most problematically of all for plaintiffs, police are protected by the defense of immunity—an exemption from penalties and burdens that the law generally places on other citizens. This immunity is limited, unlike the absolute immunity enjoyed by judges or legislators. In theory, the defense allows police to do their job without fear of reprisal. In practice, however, it has become increasingly difficult for individuals to sue law enforcement officers for damages for allegedly violating their civil rights.

U.S. Supreme Court decisions have continually asserted the general rule that officers must be given the benefit of the doubt that they acted lawfully in carrying out their day-to-day duties, a position reasserted in Saucier v. Katz, 533 U.S. 194, 121 S. Ct. 2151, 150 L. Ed. 2d 272 (2001).

I was arrested and jailed twice on my email to Attorney 4 my apt manager( who was under my TRO, stole my properties many times, assaulted many times,removed my room doors several times, entered my room without proper notices many times, harassed my invited house guests many times.

and

WANTED TO COME IN MY ROOM, TO INSPECT RAT PROBLEMS BUT THEY DID NOT FOLLOW LA CITY ORDINANCE( they did not post any 24hr notice beforehand,and banging my door over 4hrs period,I was so sick with AIDS/Depression, I sent one Email to their Atty, Park Law Offices)

MY EMAIL SAID: I will kill anyone who enters my Room illegally ,by using weapons...

Sgt Pedro was playing a game with me,teasing me to see how I would react to his obnoxious Annonying and he was video-taping with his own cell phone,but his subordinate( Officer ?) on whom I filed a compliment because he asserted to Sgt Pedro citing " I am the One in charge !!!, (fuck off)..

so,

LAPD took me to local emerg hospital ( 3rd and avalon?.now that hospital got shut down).

Female Emerg MD asked me what was going on.

I answered " I have HIV-related Diarrhea, It comes out without any warning ,and I happened to shit all over inside Public Bus, I was so embarassed and also bus riders was hating me ..

But my MD at AltaMed.org/hiv won't give me Rx for it.( there is Rx approved for that med problem).

AltaMed.org terminated me for complaining about it,

When Emerg MD contacted Altamed Hiv MD( who was top rank MD), he ended up quitting his job because he was so humiliated and possibly it would go into Medical Board of CA)

LAPD had been coming over to 1716 Arlington Ave,including

Officer Coco( very tall black young police) and I filed a complaint against his Sgt who ordered me to go home when I was shopping Street Vendor Garage Sales. but I was the one called before complaining about Illegal Street Vendor at my neighborhood. She was conducting Massive Garage Sales every weekend !)

I was helping my neighbor house( which was Alcoholics who was released from LAC Jail and mandated to stay at this house,but its tenants often came to my house, stole things and begging $5 etc)..

One of tenants was Former Inmate I met before that year !

He was arrested for riding a bike under DUI ,again!

His brother owns a handyman business but has learning Disability. Mr.House asked me if I could help him to pass a license as a Contractor etc.

One day, Mr.House came to my house begging Shoes. he said his roommates stole it.

Another time,he begged me to loan SOME OF MY PLANTS.

I am a bisexual leaning to GAY, knowing how to decorate Plants. That is my primary Hobby.

so,I loaned 10 of well-managed plant POTS,and its Landlord(Mrs. ?) loved me,but its Manager got suddenly changed his attitude toward me after I cleaned up its garage sitting area where all alcoholics were hanging out and there was an abandonded BMW car, so I also bought that car which was donated to Mr.House by its Landlord(Issac?).

I paid for it and Sales Contract said

"it include a key for a car",but Mr.House was not the owner on DMV record, so he was not able to Transfer ownership.

Only Mrs.Issac(?) could do it !

After I bought this car which had been parked over last many years since its landlord's brother died,and that was his car.

Its Landlord said " that car reminds me of my Dead Brother, I just wanted to get rid of it"

I insisted to go to Cedar Sinai where my EKG was done and I had/have Heart Failure,Emerg MD told me to go through Sonogram. so I asked my primary MD at Altamed.org.and I was waiting for referral over 3 months.

So,I was curious about my heart failure's progress,because on that assault, I felt a seviour Chest Pain.

LAFD refused, so I asked if he could call Kenneth Knighten( Captain at LAPD Professional Standard, I have known him beforehand as a Respectful Citizen who filed a complaint against Top Rank LAFD(Captain of one of LAFD station but he also works at LAFD Professional Standard. He called me one day threatening me saying " You called my office and mistreated my staff member!"

IT WAS NOT TRUE,SO I FILED A COMPLAINT AGAINST HIM.

THAT WAS A DAMAGING HISTORY FOR HIM !!

Captain Knighten investigated in my favor,but Knighten wanted to meet me in person when I hinted to withdraw my complaint after all, considering this and that..

Knighten hinted Bribery over the phone, he sent Email before 2014 Arrest/Wrongful Jailing...

Now Dept 133 Judge(Mitchell) granted to re-open my old petty plea( under Resistance to Arrest). I had to take that plea for a good reason( my public defender told me I was up against "sworn in LAPD/LAFD),so the chance to win is 50%."

My Public Defender(Robin Ginsburg) told me if I wanted Trial, I had to show up at the court, 5 times.

Even this week, Sgt Rubin( who was a secretary to Captain when I got frustrated a watch commander ,Sgt Clark who won't arrest my apt manager at 1716 Arlington Ave(where 911 supervisor,Ms.Miller had to fight with Sgt Clark re: why LAPD won't send police to my complaints)

On BA420787, Sgt Clark is the one who authorized my arrest but he never asked any question. He looked through the window quick and left.

since he won't send police on my 911 calls and he refused to arrest my apt manager(KIM?) for Trespassing, I visited LAPD Olympic Station to speak with its Captain,but I had to go through Sgt Rubin, in2014...
